The Greater Kokstad Municipality calls upon all qualifying residents to apply for inclusion in the Indigent Register 2026/27.
This initiative remains a key service delivery programme aimed at ensuring that vulnerable households receive access to basic municipal services in a fair and dignified manner.
This is not a special indigent register, but a standard registration open to all qualifying residents.
Those who are financially stable are strongly encouraged not to apply, allowing assistance to reach households that are genuinely in need.
Applications will be conducted Monday to Thursday, from 09:00 to 15:30, and Fridays from 09:00 to 15:00.
The registration programme will commence from April 7–10, serving Ward 1 and Ward 9 at Morogoro Hall, followed by April 13–17 for Ward 4, Ward 7 and Ward 10 at Ward 10 Community Hall.
From April 20–24, services will move to Ward 8 Community Hall assisting Ward 5, Ward 8 and Ward 9, while on April 28–30, the programme will cover Ward 1 and Ward 9 including Cholate City and Mphela, at J.J Mhlongo Hall.
In May, the programme continues from May 4–08 at Ward 4 Community Hall for Ward 4, Ward 7, Ward 10, Marikana and Bhambayi and followed by May 11–15 programme for Ward 10, Ward 3, Ward 5, Ward 9 and Ward 7 that will be assisted at the Community Hall. From May 18–22, services will be rendered at Bhongweni Youth Center for Ward 1, Ward 9, Ward 8 and Ward 5, and the programme will be wrapped up on May 25 to May 29 at the Supper Room, assisting Ward 10, Ward 3, Ward 5, Ward 9 and Ward 7.
Applications are strictly limited to one property per household, and individuals owning more than one property or operating businesses such as spaza shops or taverns do not qualify. The application must be completed and signed by the property owner.
Qualifying households must earn less than R5 000 per month, and the property value must not exceed R800 000. Applicants are required to bring the following: a tax reference number for the applicant and all beneficiaries above 21 years, proof of residence from the councillor’s office, a certified ID copy, and where applicable, a death certificate of the owner.
Supporting documents must also include the municipal account (rates and refuse), an affidavit from SAPS confirming unemployment, and where relevant, a letter from the Department of Social Development for child-headed households or pensioners.
In addition, applicants must provide bank statements for the past 3–6 months, an electricity meter number or slip, and certified copies of birth certificates and IDs of all occupants. Where the applicant is acting on behalf of another, a court-issued letter of authority is required, and if the property owner is unknown, a letter from the councillor must be provided.
Confirmation of funeral cover is also required. All applicants must ensure that documents are complete, sign the receipt register, and retain proof of submission.
Residents are encouraged to attend according to their ward schedule and come fully prepared. Together, let us ensure that no deserving household is left behind.
